Hotspot without plan on ATT/ Cricket

I have a Galaxy S5 SM-G900A with stock ATT ROM an my SIM card/network is Cricket.
I there a way to Hotspot without the $10 a month charge?
I tried FoxFI and it didn't work on my phone.
