LG G3 Marshmallow - Wifi will not turn off

Phone: Unlocked LG G3 Marshmallow (was a T-Mobile phone, now on Lycamobile)

When reboot/power on, the Wifi is off. Once I start Wifi, I cannot turn it off.

1. pull down status bar, hard press Wifi, toggle off - Wifi remains on
2. pull down status bar, press settings > Networks > Wifi, toggle off - Wifi remains on
3. tried settings>general>apps>configure apps>wifi>force stop - Wifi remains on

If I want to turn off Wifi, I need to restart the phone.

I'm stumped. Any ideas?
