Is the Octa-Core 1.3 GHz with the ARM Cortex A-53 an acceptable combination?

I am looking into getting the oukitel k6000 Pro 4g Phablet and it runs: Octa-Core 1.3 GHz with the ARM Cortex A-53. Is this combination slow or will it work for me. I prefer a high speed, function phone.
