Why is Tap and Go not appearing?

I am attempting to transfer my data, specifically my app account usernames and passwords, from a Samsung Galaxy S7+ running Android 7.0 to an identical replacement device. However, Tap and Go never appears upon boot.

When I got the first device in May, I had no problems with Tap and Go. Has it been removed?
