I am not receiving 2 gray ticks from one of my contact on whatsapp

I dont get 2 gray ticks when i send messages to one of my contacts even when the phone is on . The message gets delivered only when the phone is active and do not get delivered in the background. The receipients phones whatsapp data is set to work in the background. What could be the other possible reasons for it.
