On default, where and how is Android (Google Fotos App) saving the images?

Is it saving them in an intelligent way where it saves images for quick access on the internal storage and others on SD or is it saving only on one medium depending on the setting?

What is a goot way to config it when you run out of mem because of media files and add a bigger SD to your phone.?
