why can't win 10 see my galaxy s4 in order to transfer pictures

For Win 10, I am told just plug in your galaxy S4 phone with the usb cord and it will show up on "phone companion" and yet when I plug it in, nothing happens, even when i log into my phone. I have tried unplugging and plugging the usb cord on different ports and even turned off and on my phone with no success. Is there something simple that I'm overlooking?
