Why are you turning on my location after I selected off?

I have phone in power saving. When I turn off location ok n settings, Android turns it back on overnight. Plus, after I turn it off, Google seems to degrade Maps in ways that are unrelated to location (like the space bar no longer working on my keyboard, or having to double tap everything)
