cant compose text

I have a samsung j5 sky pro.I can receive texts and reply to texts but i cant compose a text message to any of my contacts. Anytime i try it says message failed to send. I have done a factory reset, cleared the cache and data of message app, deleted all third party apps, put the phone in safe mode nothing works. please help any is appreciated
