Verizon Galaxy S7: Apps keep running after closing them individually or with close all

Since the Oreo update, apps will not stop operating despite being closed. Example: Google Maps voice directions will not connect to Bluetooth in the car but the Sirius XM (or other audio app) will play through the system. These apps may have been used previously and have been closed down but continue to "hijack" the Maps audio.

Tried restarting the phone, turning it off and on again, but no good. Any ideas?
