Why does my samsung ask to swipe to unlock when I have a pin number, but sometimes it doesnt.

Sometimes my samsung asks for my pin sometimes it doesnt, and u can just swipe, how do i fix thhis problem? i want to make it perminent to pincode. does it have something to do with safe lock?
