Why won't my S9+ work in pic in pic mode for netflix & youtube?

I have android 8, even when apps set to picture in picture & advanced features, multi windows set to on, too. still closes both apps on home button.
Can run youtube in split screen, not netflix.
Samsung video & google maps work in picture in picture mode.
