Replacing landline & DSL.

I want to replace my land line with a smart phone. I want to use blue tooth to connect to a cell2jack. I also want to use it as a hotspot for internet access.(replacing 1Mb DSL). Can this be accomplished? Will the cell phone be able to handle calls while doing this?(cell phone will remain in one place, connected to charger)
