One JBL Flip 3 will not connect to just my s8+

I have 2 of the same JBL flip 3s. I can only get my s8+ to find one device. I have installed their software, I've tried everything down to resetting my Bluetooth to the original settings and starting it over. Any further ideas? Is this just an Android/Samsung - Flip 3 software conflict?
