Why can't I transfer my pics and videos to my computer using a USB cable?

I am definitely using a data transfer cable. When I plug it into the USB port on the computer, the phone shows up but the pop-up says that there are no new pictures and videos. Anyone else have this issue? Do I need to download any drivers? Please help.
