Will a custom status bar app finally do away with the

My galaxy S7 insists on never letting me swipe away the "mobile data turned off" notification. I know the reason for it, is to encourage me to keep it on, but it has the opposite effect on me. Once the data is turned off, I can reboot my phone and it doesn't appear in the status bar again until I turn it on, and back off again. This makes me HATE TO HAVE TO EVER TURN MY DATA ON! I realize I am being anal, but there are no words to explain how much I hate that I can't swipe the stupid notification away. Is there a customizable status bar app that will fix this? Or am I just out of luck.
