Why doesn't my Laptop recognize my Samsung Galaxy Note 3 ?

I've tried almost everything possible. I restarted my phone and my laptop, used a card reader, changed usb cables and downloaded softwares like smart switch and kies but nothing seems to be working. No usb pop ups appear in my notification panel and the phone just charges. Am I doing something wrong? am I missing something? Please, I beg for someone to help me T_T
