How do you adjust tap detection?

I have an older friend that really needs to upgrade to a smart phone to make his life easier. The issue he has though is that he's got a condition kind of like Parkinson's that causes a tremor in his hand. This tremor leads to a lot of unintended taps on the screen which makes the phone really difficult to use. What I'd like to know is, is there a setting, or an app, that can limit how responsive the screen is and limit how quickly touches to the screen are detected? For example, make it so the screen will only accept 1 input per second, that way if his finger tremors when putting in a phone number, the phone ignores a few taps after the initial tap.
