LG G4 Shuts down during initial setup

This pone is brand new out of the box it powers up and will get through the first 2 steps of the initial setup then shuts itself down. It will not turn back on again unless the battery is removed. I have tried to get it to boot into safe mode without any luck.

Any ideas?
