Why can't i download apps from google play store on my galaxy s4?

When i go to google play and try downloading an app it will not download, it says it is but it never actually downloads. I've deleated the cache in google play store, deleated the cache on my phone, turned off wifi and restarted my phone. Any other ideas or is it time to finally buy an iphone.
