why i cant use of instagram app?

I have asus fonepad7(ME175CG).it has 4.4.2 android.whenever i install the istagram app there is an error "instagram has stopped".initially,i thought it would be because of google play services that i couldn't find on my tablet....therefore i try to download that but after i find a version compatible to my device the error exist too.and i cannt use instagram because of that.....another question which i want to ask is when i open google play services ,google setting opens ....why google setting opens????how i can fix them???please help me......thanks a lot
