Older SOCs faster then more recent SOCs?

I am looking into getting a new phone and one of the biggest things I look for is good performance since I like to play games. Unfortunately, I am quite restricted because I only want to get a phone with a removable battery. I have noticed something odd. My LG G4 has a snapdragon 808, which tops out at 1.8 ghz but my sisters Galaxy S5 has a snapdragon 801 which tops out at 2.5 ghz. Even though the 808 is newer, the 801 has a faster clock speed? Does this mean that the 801 is faster, and therefore better for gaming? If so, that would be nice since phones with removable batteries are usually budget phones.
