Google play store-Not enough storage when clearly I do

Whenever I try to update it download any app these days Google play store gives the "not enough storage" error and tells me I need to free "this" much space and asks me to delete some apps I no longer requir (which seems like a new feature because I previously got only the "insufficient storage error"). I clearly have storage space available (about 400mb) but I always get this error. I think Google play store updated and this version gives the problem because previously I could install and update apps without a problem even when I was low on storage.
