Stop sending attachments separate from text message

How do I change setting on my Samsung Galaxy Note 4 from sending attachments/pictures before my text? When I click the paperclip, I must say yes to attach, but it erases my text, only sending the attachment, then must rewrite text, and send it afterwards.
