phone no longer prompts for MTP when I USB it to my laptop, how to manually enable ?

1st time I plugged phone to laptop, I got notice about MTP, when I enabled it, icon appeared on my laptop, and I was able to drag my InsuranceID.pdf to the sdcard in the phone. Now it does not give me notification, and I havent found any settings to force it on.
