Bluetooth on my Moto Z will not pair with any other devices

I have tried to pair it with Ford Sync (had no problem with my LG G4) and my BT headset. They don't see it, it doesn't see them. Any assistance is appreciated.

I have cleared cache and data and factory reset the phone...No joy.
