I'm trying to reinstall Instagram but it says installed. nothing happens

I deleted Instagram because it wouldn't update but now it won't reinstall it. Saying its already installed! I access googleplay and it says it will install shortly but nothing happens at all. It did the same with the Uber app. It isn't short of memory
