Why won't my phone stop restarting every 5 seconds when battery is inserted???

I have a Samsung that reboots every 5 seconds unless battery is taken out. Can't even get to reboot options because it restarts so quick. Have messed with and cleaned the power button. Is there anything else I can do or is my phone fugged? Please and thank you in advance!!!
