Troubleshooting tips for slow data signal or SIM card issues

My husband has a moto 5 plus cell phone and is having issues with data connection. Recently we've noticed a capital e at the top of his phone and I'm wondering how do I determine whether is a SIM card issue beige causing the slow data connection or if it's a bad signal area problem I need to know the difference can you help me
