I just purchased an tracfone alcatel A571VL I can not use my data?

I turn my data on to get on and it tells me I need to turn my wifi or data on I go on to my account downloader and it tells me I have 5GB of data remaining, I got this plan on April 4 2017 I can not use any data I can not understand why.
