My phone is stuck on roaming

Hi there! So about 2 weeks ago i factory reset my Samsung Galaxy S3 and now my phone is stuck on roaming mode, i cannot get calls or texts and i cant send texts or call anyone. I tried going on settings and tried to stop the roaming mode but it says its not on. Can someone help me please.
