Trick 4g connection

is there any software or something to make my 4g seem like a WiFi connection? what I mean is, I have the virgin tv anywhere app which does not allow streaming over 4g/3g however if I make my phone (s8+) into a hotspot I can connect via my tablet and watch no problem. But I want to be able to watch on my phone without hotspot.
