I have a Nokia 7.1 running Pie. My screen theme has turned "Dark" in only the phone app and the contacts app. All other apps remain "Light" as defined in the phone settings. Some apps have direct control of the theme in that particular app, but neither the phone/contacts app has any direct control over the light/dark theme.
