Why does my phone randomly play ads?

I have a Samsung Galaxy S6 and my phone randomly plays advertisements. When I open RAM, it is some kind of app on my phone or something but I've never seen it before. When I open RAM the app or whatever it is says System Launcher or something along those lines. I've tried everything and nothing works. My phone also randomly stops recording video on my camera and randomly stops videos from playing. I've factory reset it already and it's still doing this. It still persists in safe mode.
