Location mode automatically turn on

When i enable location its sets to gps,wifi,mobile network but dont popup table to hight accesuary location mode. Before reset i had pop up when i enable location all time. When i turn off and turn on location no pop ui to dissagre or accept. Before i seen pop ui dissagree or accept to imrove location high settings. So my question is why i not warn before i turned on location? Its automatically turn on in HIGH accuary mode. Gps-wifi-mobile network!! Reset dont help, software reinstall not help!
