Cell Standby drains battery when I have no sim inserted.

As the title says, I have no simcard inserted, but cell standby drains my battery for FREAKING 100% (maybe because I have no sim). Why is it happening and how do i fix it? I have no simcard, but there is a signal on my phone. What can I do for this? Help please
