Powerbank 1A charges faster than 2A output

I have a Powerbank with two outputs. When I charge my Galaxy A3 (2016) the 2.1A output is extremely slow. In the options it also says "Charging (USB)". I read that my device restricts the Input to 0.5A. If I use the 1A output it works fine. But in which situations can I use the 2.1 output? I even tried the 2.1 with my Telekom Puls Tablet and in the options it says AC Charging but Ampere only show 0.4A? Is my powerbank broken or in which situations can I use the 2.1A output?
