Getiing message "Unfortunately, the process com.android.systemui. has stopped

I have a Samsung Note 2 and keep getting the message, "unfortunately, the process com.android.systemui has stopped". I've reset my phone back to the factory settings, uninstalled, force stop and disabled all updates, taken the battery out and rebooted 1000 times..... still keep getting this message... PLEASE HELP!!
