S7 won't answer call if another app is open

When I am in another app and a call comes in, I get a pop up on my screen with the options to answer or decline. I choose answer. My S7 shows that the call is answered. However, I hear nothing. On the caller's line, all they hear is ringing and the phone doesn't go to voicemail. Verizon service, using the default apps for phone that came with the S7.
