Is Snapchat available to download on the Samsung galaxy j7 pero or j3 emerge

There are some androids that don't allow certain apps like Snapchat and instagram because the apps may have been updated to much that the phone won't allow it. I want to get one of those phones, and I want to make sure if I can be able to download them without any problems.
