Services I have turned on keep getting turned off

Somehow after I have opened Assessability Settings and scrolled down to Services where I have elected to turn on certain Services - (FOR EXAMPLE AVAST MOBILE SECURITY.)
The Service will not remain "turned on" and when I try to use them I get prompted to turn service on
