Hey people i keep getting a pop up ad every 10 to 15 seconds

This ad appears blank with a black and white exit cross at top right it usually appears when my mobile data is on or my wifi connection is on...it appears every after 10 to 15 seconds i tried everything that i could.....Can somebody help please
