Messages cannot be sent on Samsung Galaxy 7. This was also true of previous Samsung android phone or "sometimes" a message could be sent. Prior to that This is an ongoing issue that has become an "ad nauseum point" I am wasting more of my time without a real resolution. Say, "a dog chasing his tail". Yup.
