Why won't the wifi turn on on my Samsung Galaxy S4 during setup?

I just got a new Samsung galaxy after my old one broke and I'm going through the setup trying to sign into my Samsung account to get my backed up data, but the wifi won't turn on. I tap the button at the top right on the screen to turn on the wifi, but it just turns off after about 10 seconds every time. It doesn't even turn on for a second, it just stays grey, trying to turn on, but failing every time.
