How to get rid of overlay detected???

I have followed all the following steps, but its still not working. I couldn't found the app that's overlaying the other, so i turn off all overlaying apps. When i went back to my apps permission, nothing changed, i still received the same notification...i'm tired of trying, i just want a whole new phone!
