How do you bypass Google verification on a ZTE z820 TalkBack settings will not come on

I got a ZTE z820 phone Google verification is locked. talkBack settings will not turn on no matter what I do I've reset it many times and it still stays in airplane mode I have no idea how to get to get by the Google verification any ideas?..also i have no computer is there anything I can do oris it a paper weight
