Need help turning off the 5 bars of signal strenght

Sorry i don't know what's it's called but it's the little five bars by the time and your Wi-Fi symbol. I tried turning it off by going to tethering and networks, nd clicking on mobile networks but for some reason mobile networks is greyed out and won't let me click on it.

I used to have it off, i turned it on somehow and now it won't turn off.
