Is there a phone app that will do this?

Recently I've been getting a lot of junk/unsolicited sales calls on my cell phone. I know most phone apps have an option to reject certain numbers. This will not help me since I don't know the numbers in advance. Is there a phone app that will do the opposite? Only accept calls from a list of numbers that I have said are okay? There would have to be an option to let rejected calls go to my voice mail because I would want to add the legit numbers to my okay list.
