Why won't the "Android is starting..." Stop loading?

My phone (Motorola X Play) died and a few minutes later I put it on it's charger as usual. Then i heard it vibrate which is also normal. A few minutes after i saw that the "Android is starting...starting apps" banner and it's ben loading for a long time.
