Can you use Cortana on Pixel 2 when phone is off

I know some Android phones can use a voice assistant when the phone is off. E.g. OK Google. I believe you can change the default voice assistant these days in Android. Does this change the impact of a voice assistant when the phone is off?

E.g. Can I change a phone like the Pixel 2 to respond to "Hey Cortana"?
